EXPERIENCE:
Dr. Chao is an Executive Vice President and Managing Director of Bechtel Enterprises (BEn) and Senior Vice President of Bechtel Group, Inc. (BGI) He manages all of Bechtel's equity investments and financing activities worldwide in the area of civil infrastructure, including aviation and surface transportation. Dr. Chao is also in charge of Bechtel Enterprises' Structured Finance Group, which arranges for third-party debt for Bechtel projects across all industries. He is the President of BEn's United Infrastructure Company and Chairman of the Board of BEn's aviation development company, Alterra. He is a member of BEn's Board of Directors and Operating Committee, and manages all of BEn's international and domestic offices. He has been with Bechtel since 1986.
Dr. Chao's numerous major international and domestic financings have allowed him to work closely with financing institutions, government agencies and corporations worldwide. He is experienced in transactions involving export credit agencies, multilateral and bilateral financings, syndicated loans, equity and debt offerings, and private placements. He has also arranged for the use of derivative products as part of the structuring of project financings.
During his career, Dr. Chao has worked on many projects including the multi-billion dollar projects at Chek Lap Kok airport in Hong Kong, the Seoul-Pusan high speed rail project in Korea, the Gerede-Ankara motorway in Turkey, and the water privatization in Manila, Philippines. He has also formed several of BEn's specialized infrastructure companies such as International Water Ltd., Alterra Partners (aviation), and United Infrastructure Co. (surface transportation).
Prior to joining Bechtel, Dr. Chao was a vice president of Citicorp Global Investment Bank and Chemical Bank, specializing in project finance, corporate finance, private placements, and interest rate and foreign exchange hedging.
PROFESSIONAL DATA:
Dr. Chao has presented papers and participated in numerous conferences. He is a licensed broker/dealer with the National Association of Securities Dealers, a member of The Committee of 100, and the Chairman of California Asia Business Council. Dr. Chao is also a member of the Board of Directors of The U.S.-China Business Council, U.S. Export-Import Bank Board of Advisors, The 1990 Institute, and The Head-Royce School in Oakland.
