Henry A. Levine
Deputy Assistant Secretary for Asia, U.S. Department of Commerce

Henry A. (Hank) Levine serves as the Deputy Assistant Secretary of Commerce for Asia in the International Trade Administration's office of Market Access and Compliance. His responsibilities include the market access concerns and compliance with international trade agreements that affectU.S. companies operating in China, Japan, Korea, Taiwan, Mongolia, and the member countries of ASEAN. From August, 2002 until March, 2003, Mr. Levine served as the Deputy Assistant Secretary of Commerce for Europe.

Mr. Levine, a career State Department Foreign Service Officer, served as U.S. Consul General in Shanghai, China from 1999 - 2002, immediately prior to joining the Commerce Department. Before his time in Shanghai, he was the Deputy Director for Economic Affairs in the State Department's Office of Chinese Affairs.

Mr. Levine joined the Foreign Service in 1981. From 1982 to 1983 he served as a Vice Consul at the American Embassy in Beijing. He subsequently worked in the State Department's Economic Bureau and in the Office of Chinese Affairs in Washington. As part of a State Department professional development program, Mr. Levine spent one year (summer of 1988 to summer of 1989) as Business Development manager for a major U.S. company, based at the company's Asia headquarters in Hong Kong. From August 1989 to August 1992 he served for a second time at the American Embassy in Beijing, asDeputy Chief of the Economic Section and then as the Consul General. He has also worked as Director for APEC Affairs at the Office of the U.S.Trade Representative.

Mr. Levine has a B.A. in Political Science from Bucknell University. He did graduate work in international affairs at the Fletcher School of Law and Diplomacy at Tufts University. He is a 1993 graduate, with distinction, from the U.S. National War College. He is fluent in Chinese (Mandarin).
