Spencer Loh
Chairman of the Board, Shanghai Huateng Software Systems Co., Ltd.

Spencer Loh has 17 years of experience with Tandem Computers and is a 30-year veteran of the information technology industry in both the United States and the Greater China region. In 1989, mere days after the June 4th event, he opened the doors to the China market by selling the first Tandem mainframe in China. In 1993, Mr. Loh founded Huateng as a Tandem joint venture to provide IT outsourcing services to Tandem customers worldwide.

Under his supervision, Huateng has become a leader in providing software solution products and services to the financial industry. Huateng holds a leading market position in key Chinese financial infrastructure projects such as the Golden Card system (a shared bankcard network), the first revolving credit card system, the national remittance system, micropayment SmartCard products, and as yet, the one and only officially approved credit bureau.

In 1997, Mr. Loh formed Huateng's e-commerce department which produces payment products complying with international standards. The department also offers consultation and implementation of payment services in China and throughout Asia. Thereafter, Mr. Loh founded ChinaPay.com in 1999, the leading online payment service provider in China.

In addition to its core domestic projects, Mr. Loh has ensured that Huateng has a long history of working with multinational partners and customers. Huateng operates an office in Singapore and has completed projects in 7 countries outside of China.

Mr. Loh is a frequent speaker and consultant to government and financial institutions. Mr. Loh is a recipient of the Magnolia Award, presented by the Shanghai City Government, in honor of his contribution to the development of the city.
