SAMUEL W. MILLS, JR.
Co-founder and Managing Director of Drexel Oceania LLC

Sam Mills is a co-founder and Managing Director of Drexel Oceania LLC, a specialized merchant bank located in San Francisco. He is also Managing Director and a Partner of Two Dragons Group, LLC, Cayman Islands, a private corporate finance and investment firm with a cross border focus on China. Mr. Mills has worked in corporate banking and corporate finance for over forty years. His career includes trading, domestic and international credit markets, and corporate and project finance.

Drexel Oceania works with divisions of large companies and small to medium sized private companies in arranging financing for joint ventures, expansion of existing facilities, locating capital and/or partners and strategic alliance parties for Pacific Rim companies and institutions. It has assisted in the debt structure and in the divestiture or acquisition of assets of its clients. The firm has been retained for interim senior management roles in Asia, to render fairness opinions and its principals have served as expert witnesses.

Drexel Oceania has worked with clients in the financial services, hospitality, healthcare, building materials, mining and petrochemical industries and has worked on transactions in China, India, South East Asia, Australia and Europe as well as the United States.

Prior to co-founding Drexel Oceania, Mr. Mills spent ten years with Westpac Banking Corporation, Sydney, Australia including assignments in Los Angeles, San Francisco, Hong Kong and Melbourne. He was responsible for the bank's Western United States business and then General Manager (Executive Vice President) of the bank's corporate and institutional business out of Melbourne, Australia for the states of Victoria, Tasmania, South Australia, Western Australia and the Northern Territory. The portfolio under his responsibility included most of Australia's largest industrial and mining companies as well as many major international groups. Total footings exceeded $4.4 billion and transactions completed included the largest project financing in the country's history and a $1.2 billion tax effective financing for a large corporate client.

Before joining Westpac, Mr. Mills was employed with Morgan Guaranty Trust Company of New York for eighteen years. His career at Morgan Guaranty encompassed trading, domestic and international corporate banking/credit markets and merchant banking. His assignments included tours in New York, Singapore, San Francisco, and Los Angeles.

Mr. Mills served as an airborne infantry officer with the U.S. Army and was stationed in the Republic of Korea where he commanded a mechanized nuclear weapons unit.

Mr. Mills received a B.S. in Finance from Drexel Institute of Technology.

Mr. Mills is a former Director of The Pacific Bank, N.A., San Francisco, National Mortgage Market Corporation, Limited and Mayne Finance Limited, Melbourne, Australia. He is a former Board Member of The Art Foundation of Victoria, Melbourne and former Associate Trustee of Drexel University.
