Distinguished speakers:

Mr. Zhou Weimin

Mr. Zhou Weimin is Vice-Director General of the Beijing Investment Promotion Bureau (Invest Beijing), Beijing Municipality. He received his Ph.D. in business administration from the Beijing Institute of Technology (BIT). He earned his Master of Public Administration (MPA) in international tax from the John Kennedy School of Government of Harvard University. He also holds his Master of Business Administration (MBA) from the Walter E. Heller College of Business Administration of Roosevelt University.

In 1994 to 2004, Mr. Zhou served as the Vice Mayor of Haidian District Government and a member of the Standing Committee of Haidian District of Communist Party of China (CPC). He was an Assistant Mayor of Haidian District Government, Beijing Municipality in 1993. He served as Deputy Director of Foreign Investment and Trade Department of Beijing Experimental Zone Office of New Technology Industry Development from 1989-1992. And, in 1987 to 1988, he was an Assistant Professor in International Tax & China's Tax System, and Western Economics at the Business School of BIT.

Mr. Zhou is an expert on Chinese and American tax laws. He has written dozens of articles on international tax law, which were published in China’s leading newspapers and magazines. In addition, he has co-authored four publications on foreign investment and trade.

Ms. Yang Jingyi
Ms. Yang Jingyi has served as Vice Director of the Chaoyang District Investment Promotion Bureau, Beijing since April 2007. From March 1996 to April 2007, she was Cadre in the People's Government of Chaoyang District, Beijing. Previously, Ms Yang was an engineer at Factory 811 of the Aerospace Industry Corporation. She graduated from Beihang University in 1991.

Vivien Wang
Vivien Wang is Senior Manager for International Tax in the Chinese Services Group of Deloitte Tax LLP. She has over nine years of public accounting and international tax experiences, providing tax consulting, compliance and tax accounting assurance services to various high-tech and venture capital clients. Her experience includes structuring and globally managing both U. S. inbound and outbound investments. Ms. Wang assisted in the planning and managed the implementation of the worldwide restructurings, mergers, acquisitions, dispositions, and IP migration for several medium and large sized U. S. multinationals. She is also a key member of Deloitte's China Services Group on the West Coast, specializing in China.

Ms. Wang is a a member of the California Society of CPA, America Institute of CPA and a Board Member of the Asian-Silicon Valley Connection (ASVC). She received a B.S. in Accounting from the University of Utah and an M.S. in Taxation from San Jose State University.

Patricia Yeh
Patricia Yeh is Associate and Project Manager at Skidmore, Owings & Merrill LLP architectural firm in San Francisco. Her architectural career encompasses teaching, design, strategic planning, and project management. She has a high level of expertise managing complex urban mix-use projects such as the Beijing Finance Street, which is comprised of 22 separate buildings, containing residential, hotel, conference center, retail, cultural, and office elements.Her career list of projects include: the Jianianhua Building in Chongqing, a transparent glass building whose precise geometry anchors the adjacent plaza and park, the Knowledge and Innovation Community Hub Complex in Shanghai, the Shanghai Waterfront Redevelopment Masterplan, and Changhua Hotel and Retail Center, Changhua, Taiwan.

Ms. Yeh's expertise and attentiveness to Chinese culture has earned her recognition and client trust. Ms. Yeh serves as a Board Member of the California/Asia Business Consulate, and has received the following Awards & Honors: Shanghai Waterfront Redevelopment, Master Plan, American Institute of Architects National Honor Award for Regional and Urban Design, 2000; Shanghai Yangpu University City Master Plan, American Institute of Architects, San Francisco Chapter, Honor Award for Urban Planning, 2006; Jianianhua Center, Chongqing, China 2006 AIA San Francisco, Architecture Citation Award ; 2006 Business Week/Architectural Record China Awards; 2006 Society of Environmental Graphic Designers, Honor Award for Environmental Graphics; 2006 Type Director’s Club Annual, Design Award for Environmental Graphics; 2006 Art Director’s Club of New York Annual, Gold Award for Environmental Graphics; 2006 British Art Director’s Club Annual, Design Award for Environmental Graphics; 2006 Communication Arts Magazine, Design Award for Environmental Graphics; Ritz-Carlton Hotel, Beijing, China 2007 Hospitality Design Magazine Awards, Finalist.

Ms. Yeh's holds the following degrees: Bachelor of Architecture, University of Southern California School of Architecture, Los Angeles, California; Bachelor of Architecture, China Institute of Technology School of Architecture, Taipei, Taiwan; and Master of Building Science, University of Southern California Graduate School of Architecture, Los Angeles, California. She is a Candidate for Doctor of Philosophy in Architectural Technology, University of California–Los Angeles Graduate School of Architecture and Urban Planning, Los Angeles, California.
